Who is responsible for fire alarms and emergency lighting?
In England and Wales, the Regulatory Reform (Fire Safety) Order 2005 makes the responsible person for non-domestic premises, and the common parts of HMOs and flats, keep fire safety measures working. Escape routes that need lighting must have emergency lighting.
The British Standards set out how: BS 5266-1 (revised 2025) for emergency lighting, and BS 5839-1 (revised 2025) or BS 5839-6 for fire alarms. Your fire risk assessment, and in Nottingham your HMO licence conditions, will expect testing to these standards.
Rented homes in England also need a smoke alarm on every storey and a carbon monoxide alarm in rooms with a fixed combustion appliance.
