Is PAT testing a legal requirement?
Not as such. The Electricity at Work Regulations 1989 require equipment at work to be maintained so it doesn't cause danger, and HSE says annual testing of everything is a myth. How often you check should depend on the type of equipment and how it's used.
Private landlords in England have no specific PAT duty, but testing appliances you supply is a good way to show they're safe. Social landlords now must check supplied equipment every five years, and Nottingham's HMO licences ask for appliance test records.
